Rafael was awarded a National EUREKA Fellowship for his commitment to community conferencing and restorative work. He has accumulated a great deal of wisdom through the collective experience in education, case management and community economic development; all achieved through a combination of full-time employment and concurrent independent contracts.

For youth in underserved neighborhoods, Francisco Carbajal is a turnaround specialist. He has a gift for diverting at-risk youth from the criminal justice system and toward a path to educational achievement and community leadership. In his prior role as the Director of Alternative Juvenile Justice at the National Conflict Resolution Center, Francisco successfully implemented the Restorative Community Conferencing Program and the San Diego County District Attorney’s Juvenile Diversion Initiative Program as part of the organization’s celebrated “Avoiding the Pipeline to Prison” initiative. Francisco served as Commissioner and Chair of the Superior Court of California Juvenile Justice Commission of San Diego County, providing leadership for citizen action and promoting an effective juvenile justice system operated in an environment of credibility, dignity, fairness, and respect for the youth of San Diego County. In addition, he founded Peace Anger Love, a nonprofit organization that provides Restorative Justice Diversion programming, technical assistance, and capacity building for communities interested in elevating their restorative knowledge.
In conclusion, Francisco has helped position California as a pioneer in restorative justice, genuine
accountability, and healing. With strong support from community advocates, law enforcement, and
education leaders, his work has kept many young people in school and out of the criminal justice system
and elevated the voice of the people harmed by crime. Francisco is a recipient of the Bank of America
Neighborhood Builder National Award and the San Diego State University Alumni Rising Aztec Award.
